Joshua Allen Harris is an artist that makes inflatable monsters out of plastic bags and tape and then places them over air vents for them to inflate when the air rises.
The bin bags, adapted with tape and scissors fill up with air rising from the vents that comes from the subways in New York and once fully inflated turn into dogs or monsters or general animals of some sort.
When the bags are not inflated they simply look like rubbish bags lining the streets.
